Yes, I do think so.
In terms of evaluating temperament of animals that come in - given the circumstances they do pretty well.
Identifying breeds - I think Howldine has answered that pretty well already.
As for telling people lies in order to dump their dogs on people, it's not in a rescue's interest to lie to prospective owners. A dog placed in an unsuitable home is more likely to be returned, no doubt harder to rehome than it was before. That's in nobody's interest and that's why the vast majority don't do it.
Unstoppable - where's your evidence? I'll not hold my breath while I wait. Maybe you got confused with a dog dealer. They WOULD lie, but dog dealers aren't rescues.
It's perfectly possible to test a dog's reaction to certain stimuli.
How well does it travel?
How does it react around cats?
What if the cat runs?
How does it react to being around other dogs?
Does it prefer placid dogs to bouncy ones?
Is the reaction of the dog to men different to their reaction to women?
What if the man wears a hat?
Any unusual behaviours when being walked (eg does it behave beautifully until a cyclist goes past?)
I could go on, but hopefully you get the picture.
Dogs in rescue are constantly assessed for their reactions in factors that matter within a pet home. True, their behaviour in a stressed environment like kennels might not match their behaviour within a home setting and that should be borne in mind, but overall I can't complain.
I'm not saying that all shelter workers are competent. That would be as silly as saying that all breeders were competent, it just ain't true. But overall, most shelter workers do a very good job of clearing up the mess that is left by idiotic/negligent/abusive breeders/owners.
