Good point. However, your example is that of a form of speech with short-term consequences. As such, punishing the action amounts to the same as punishing its consequences, as they’re essentially inevitable. If I put up a billboard that said "Birthmarks on the chin have been shown to be a sign of the devil: 78% of chinmarkers have murdered babies. Kill them before it’s too late.", would you wait for the consequences? I pulled that example out of my ass, but that’s no excuse. I should get some sleep.

Electricity would probably be around £30-£40 a month and water is around £20 a month.

But saying that, if your moving into Pan Peninsula, i'm guessing money isn't a problem for you as those places are darn expensive.
