Don't wash your hair as frequently. I'm not saying don't take a shower, but don't use shampoo every time, just wash with water in between shampoos and use conditioner.

This is state law, not federal law.
Many states have begun to raise the minimum age for a driver's license, because a sixteen-year-old who has had their license for one month is more likely to get into a car accident than an eighteen-year-old who has had their license for one month.
One of the last parts of a teenager's brain to grow is the part that regulates impulse control. While a sixteen-year-old may know as many facts as an eighteen-year-old, they are not as able to act rationally based on that knowledge as an eighteen-year-old is.
For example, both a sixteen-year-old and an eighteen-year-old know that smoking is dangerous. But a sixteen-year-old may know this and still start smoking because the part of the brain that overrules peer pressure hasn't matured yet. An eighteen-year-old knows that smoking is dangerous, and is more able to resist peer pressure because their brain has grown more.
Likewise, a sixteen-year-old driver knows that drag racing is dangerous. But a sixteen-year-old may engage in it anyway, while an eighteen-year-old will have better capabilities refuse.
